this is one of
Smart Launcher theme. elegant black and white color (gothic) that help blinded color people can see the device better by providing a high contrast icon and background.
You need Smart Launcher installed on your phone to use this theme.
To use it, first install, then in Smart Launcher hit App Drawer > Menu Button > Preferences > Theme > gTheme. Email me with any requests if there another icon that not displaying correctly.
