The app connects to Arduino and logs the pins output as follows:
1- Create a Hotspot from your Android phone that has this app.
2- Load Arduino code into your Arduino board that has WiFi. A sample is provided in the link below:

The board needs to connect to your phone so Hotspot details should be loaded to the board.
3- Press the "Read Arduino" button on Android app to read the data from the output. The sample is analog pin A0.
