Blur Photo is an App that makes your photo blur in two different format, first is in circular focus where you can re-size the circle and second is free hand in which you can select a portion of photo with the help of your fingure and invert to that selection, rest portion will get blur.
You can also increase or decrease the intensity of the blur effect.
